This page on FreeMailTutorials.com, "Hide, remove or delete your Facebook profile picture" the section titled "Hide Your Facebook Profile Picture" helped me shed light on a difficult-to-find option to change the photo albums settings.
For some reason, Facebook has different ways to access photo settings instead of just accessing the settings directly from the photos section of your profile.
Under Account / Privacy Settings select Customize Settings, and at the bottom of the first section, Things I Share, you'll see a link to Edit Album Privacy For Existing Photos. That's where you can set who sees what for your photos.
I hope this helps someone out there, because I know it's something useful that's not exactly intuitive to find on the privacy settings.
